Abstract

The purpose of this article is to develop recommendations for Ukrainian universities to create their own institutional policies for the use of AI, considering a comparative analysis of existing international AI policies in the education sector. To achieve this goal, the following methods were employed: a theoretical method for analyzing existing international policies (recommendations and statutes) on AI use; systematization, generalization, and interpretation of the data obtained; and an extrapolation method was used in the final stage of the study during data analysis to form conclusions about the dynamics of trends in strengthening AI use recommendations in higher education. The scientific novelty lies in the analysis of international policies on the use and implementation of AI in the education sector. This includes documents from the United Nations Educational, Scientific and Cultural Organization (UNESCO), the Organisation for Economic Co-operation and Development (OECD), and the European Commission. Alongside the presented review of international AI usage policies, an existing national strategy in Ukraine, the “National Strategy for the Development of Artificial Intelligence in Ukraine for 2021–2030,” was considered. Conclusions. As a result of the analysis, recommendations were developed for higher education institutions in Ukraine on creating their own institutional AI use policies, taking into account a comparative analysis of existing international AI policies in the educational sector. Recommendations are proposed based on the following ten criteria: 1) equal access to AI use; 2) inclusiveness; 3) quality of education; 4) ethics; 5) transparency; 6) teacher preparation; 7) student-centeredness; 8) stakeholder engagement; 9) privacy and data protection; 10) lifelong learning.
