ASSESSMENT OF THE EFFECTIVENESS OF UKRAINE’S INTERNATIONAL COOPERATION IN THE FIELD OF ENVIRONMENTAL MANAGEMENT AND AUDIT: A CRITICAL ANALYSIS OF APPROACHES

Abstract

The aim of the article is to conduct a critical analysis of the existing approaches to evaluating the effectiveness of Ukraine’s international cooperation in the field of environmental management and auditing, and to provide recommendations for its improvement. The research methodology includes theoretical analysis and synthesis of scientific literature, comparative analysis of international and Ukrainian practices, statistical analysis of indicators, as well as the use of effectiveness evaluation methods developed by international organizations such as the European Environment Agency, the United Nations Environment Programme, and the Environmental Performance Index. The scientific novelty of the work lies in the comprehensive application of different assessment approaches, taking into account national specifics, which allowed to obtain a more complete picture of Ukraine’s progress in the field of environmental management and auditing and to identify priorities for further improvement. The results of the study showed that the regulatory framework in the field of environmental management and auditing in Ukraine is quite developed and ensures compliance with environmental legislation and environmental safety standards by enterprises and organizations. Ukraine is gradually harmonizing its legislation with international norms, particularly through the implementation of ISO 14000 and EMAS standards. The analysis of costs and revenues in the field of environmental protection shows that environmental expenditures in Ukraine are increasing, but their share in GDP remains relatively low, indicating the potential for increasing investments in environmental protection and the development of a green economy. Conclusions: Ukraine has achieved some progress in implementing the EU environmental policy and sustainable development goals, as evidenced by positive shifts in reducing greenhouse gas emissions, expanding protected areas, managing water resources and waste. However, the full-scale Russian invasion negatively affects the achievement of environmental objectives, leading to the destruction of infrastructure, environmental pollution, loss of natural areas, and limitations in monitoring. To increase the effectiveness of international cooperation, it is necessary to continue harmonizing legislation, increase investments in environmental protection, strengthen the implementation of best practices and modern management approaches, develop the capacity of responsible institutions, improve interagency coordination and cooperation with stakeholders.
