DIGITAL PARLIAMENT: OPPORTUNITIES AND CHALLENGES FOR THE WORK OF PEOPLE’S DEPUTY DEPUTIES IN WAR CONDITIONS

Abstract

The article examines the current view on the implementation of digital parliament in Ukraine, including the opportunities and challenges for the work of parliamentarians in the context of war. The purpose of the article is to analyze the possibilities of transforming the modern parliament through the prism of opportunities and challenges for the work of MPs through the introduction of digital parliament in unstable conditions, including war. The research methodology of this article is a theoretical analysis of the key concept of “digital parliament” and other electronic tools that help in creating a digital space. The scientific novelty of the work is to study the features of practical tools for creating a digital space: digital platform, training, public involvement in the legislative process, the latest technologies and possible future changes. We noted that this is not the first time such an initiative has been voiced in Ukraine; back in 2016, V. Groysman spoke about an electronic state, and now we have electronic document management, electronic petitions, electronic websites and other resources, which already speaks of the achievements in this area.The issue of a digital parliament opens up new opportunities for the functioning of the parliament, including people’s deputies, for whom such an implementation will be effective in their work, increase knowledge and skills, save time, provide an opportunity to familiarize themselves with large amounts of information online and distribute it to citizens, allow holding meetings and contributing their own ideas online. In addition, deputies will be able to cooperate with active citizens, contributing to a positive assessment. Adherence to the principles of the rule of law, integrity, openness and transparency of the parliament will help to combat corruption, which in turn will affect the level of citizens’ trust in the authorities.Conclusions. So, a digital parliament is a very good initiative for our future, but in conditions of war it is really difficult to design it. The priority of our state now is to preserve sovereignty and integrity, preserve lives and, first of all, our independence, which should not be forgotten. The main efforts are aimed at this aspect. However, we show the whole world that Ukraine, despite all the challenges and problems, continues to exist and show incredible results in various spheres of life.
