MODERNIZATION OF ELECTORAL PROCESSES THROUGH ARTIFICIAL INTELLIGENCE AS AN INNOVATIVE MECHANISM OF PUBLIC ADMINISTRATION

The modern world is rapidly moving into the era of digital technologies, which significantly affects electoral processes. The political activity of citizens and their participation in democratic governance are key to the healthy functioning of the state, therefore, the modernization of electoral procedures is becoming increasingly relevant.The digitalization of electoral technologies increases efficiency, transparency and convenience for voters, in particular through the introduction of electronic voting, which simplifies the expression of will.However, the transition to «digital democracy» requires solving a number of problems, such as protecting personal data, preventing cyberattacks and maintaining citizens’ trust in new practices. It is important to study the experience of implementing electronic technologies in electoral processes in Ukraine and abroad to determine the optimal ways to improve the electoral system.The aim of the article is to study the possibilities of modernizing electoral processes by introducing AI into public administration, analyze the impact of technologies on the efficiency and transparency of electoral procedures, as well as study potential risks.The research methodology includes a literature review, a study of cases of AI implementation in electoral systems, interviews with experts, and an assessment of citizens’ attitudes towards the implementation of AI.The scientific novelty of the work lies in the development of recommendations for the modernization of electoral processes through AI mechanisms, taking into account the challenges of modern democratic systems.Conclusions. The implementation of electronic voting in Ukraine will require significant efforts and resources, but if the challenges are successfully overcome, it can become an effective tool for modernizing electoral processes and increasing trust in democratic institutions.
