THE ROLE OF INFORMATION TECHNOLOGIES IN FORMING STATE INFORMATION POLICY

Abstract

The aim of the article is to determine the role of information technologies in the formation of state information policy. Research methodology. The main theoretical basis of the study was the metaethics of George Edward Moore, the information ethics of Luciano Floridi, the concept of moral responsibility of G. Lenk. The methodological basis is a set of methodological approaches (systemic, synergistic and informational, etc.), which deepen and develop modern dialectics.The author relied on a wide range of modern philosophical, ethical, natural, technical, informational and noosphere- ecological literature, which analyzes the problem considered in the work.The scientific novelty of the work lies in the fact that for the first time the philosophical and ethical foundations of information security and the structure of information ethics are revealed. The negative effects of the use of information technologies and the information dangers and threats generated by them are systematized by the main spheres of society.The main directions and aspects of information security are highlighted: protection of the planetary information space from various threats, formation of information culture. The significance of the culture of society in connection with the understanding of moral responsibility in the process of widespread use of information technologies is determined.The main elements of the structure and characteristics of information ethics as a guide to the safe use of information technologies and functioning in the information environment are identified and systematized. The main problems of an ethical and philosophical nature in the information security system are highlighted.Conclusions. In connection with the problem of ensuring information security, the main directions of this process are highlighted: protection of a single global information space from various dangers and threats; development of the information space that is safe for humans, society, states, the world community and the biosphere and formation of information culture. The possibility of using scientific achievements for the sake of diametrically opposed goals in moral terms, which is growing into a global problem, is determined. The role of ethical norms in the information technology security system is established, becoming central to the survival and development of society. The methodological significance for ethical and philosophical research in the field of safe use of information technologies of such categories as “security”, “responsibility”, etc. is proven. It is established that information ethics comes to the fore in the light of ensuring the safety of the use of information technologies, improving culture on the basis of assimilation of what has been achieved by humanity, to inform each subject about his rights and obligations in the information community, responsibility for the use of information and computer technologies and other forms of information. It is determined that the formation of an information society creates new information and ethical problems: computer crime, manipulation using information technologies, education of technocratic thinking, regulation of cyberspace, issues of cloning and genetic engineering.Everything that concerns the topic of ensuring security at all levels of the use of information technologies forms tasks and solutions of an ethical nature.
