THE ROLE OF REGIONAL SECURITY POTENTIAL MANAGEMENT IN THE TRANSFORMATION OF NATIONAL SECURITY POLICY

Abstract

Effective management of the security potential of regions is a decisive factor in their resilience and one of the key elements in transforming state policy on national security. In the context of increasing threats and socioeconomic challenges caused by post-war recovery processes, the need for enhanced coordination, flexible approaches, and strategic governance of territorial development is growing. The aim of this article is to substantiate the role of regional security potential in strengthening national security and to identify effective instruments of state regulation capable of ensuring stability and sustainable regional development. The methodological basis of the study includes an analysis of regulatory and legal acts, generalization of practical experience in regional governance, comparative analysis of national and international security models, scenario forecasting of recovery processes, and expert assessments in the field of public administration. The findings prove that a comprehensive approach to managing security potential increases the adaptability of authorities to emerging risks, optimizes the use of resources for territorial stabilization, integrates regional priorities into the national security system, and accelerates socio-economic recovery. Particular attention should be given to creating effective state regulation mechanisms that ensure synergy between central and regional authorities and create conditions for sustainable regional development. Managing regional security potential is a strategic tool for modernizing state national security policy. Its systematic implementation ensures stability, improves the efficiency of public administration, and stimulates post-war recovery of territories. The results confirm the need to improve state security regulation mechanisms considering current risks and regional specificities.
