MODELING OF THE EDUCATIONAL SPHERE IN PUBLIC ADMINISTRATION AS A WAY TO ITS DEVELOPMENT AND IMPROVEMENT

Abstract

In the article, the author draws attention to the process of modeling the educational sphere using public administration methods for the purpose of its further development and improvement. The author focuses on predicting the further development of the higher education system, making management decisions for the purpose of implementing reforms and developing the education sphere. Due to modeling, the state has the ability to implement planned initiatives and aspirations in the development, improvement and modernization of environments and spaces by means of a schematic or algebraic representation of objects and other forms. Modeling is a purposeful direction of state management, which has a direct purpose in relation to specific objects and their content. In general, modeling at the state level is considered to be the structural construction of the environment in which government bodies and local self-government are located, which concerns not only the performance of functions and regulatory actions, but also the implementation of large-scale intentions of a priority and strategic nature. The purpose of the article is to analyze the ways of modeling the education sector in public administration with the further improvement of its development. It is important to consider modeling the education sector as an event that should take place at the state and regional levels for development, perfect implementation of regulatory procedures, transformations.The research methodology is based on the use of such methods as analysis, synthesis and generalization. The author notes that in addition to modeling methods, the following can also be used: testing; observation of the educational process and educational activities in educational institutions; study of documentation, analysis of statistical data on the state of public administration and its development in the field of education through direct receipt of information from participants or indirect receipt of information, etc.The scientific novelty of the work lies in the fact that the author understands the modeling of the educational sphere in public administration as its structural reflection for the purpose of implementation in practical activities: the use of a systemic approach is envisaged (on the one hand, as a construction of a normative reflection of the future professional activity of a specialist, and on the other, as a prediction of measures by educational institutions to strengthen practical training).Conclusions. Thus, modeling allows us to overcome uncertainty in public administration, of course, modeling is reflected in various forms – a schematic image of specific objects, a reflection of processes and phenomena by mathematical formulas, a built-in algorithmization of actions, highlighting factors during their flow. The modeling of the educational sphere is understood as directions and measures aimed at the reconstruction and development of educational institutions as institutions subordinate to the state.
