LEGAL REGULATION OF ACADEMIC INTEGRITY: NATIONAL AND INTERNATIONAL CONTEXTS

The purpose of this article is to conduct a comprehensive analysis of both national and international legal frameworks governing academic integrity in order to identify common trends and best practices in ensuring academic integrity in the field of higher education and science. The research methodology is based on a systematic and comprehensive approach that includes analysis, synthesis, comparison, and generalization of key provisions of legal and regulatory documents. The scientific novelty lies in the definitive analysis of the concept of “academic integrity” as a key category of modern educational policy. The article examines key provisions of major international documents, including the Bucharest Declaration concerning Ethical Values and Principles for Higher Education in the Europe Region, the European Charter for Researchers and The Code of Conduct for the Recruitment of Researchers, the Singapore Statement on Research Integrity, Recommendation on Science and Scientific Researchers, and the European Code of Conduct for Research Integrity. The article outlines the main provisions of the national legal framework, such as the Ethical Code of the Ukrainian Scientist, the Laws of Ukraine “On Higher Education”, “On Education”, “On Copyright and Related Rights”, the Guidelines for Higher Education Institutions on Supporting the Principles of Academic Integrity, the Code of Academic Integrity, and the draft Law of Ukraine “On Academic Integrity”. It is established that these documents define global ethical standards for scientific research, principles of academic integrity, and tools for shaping national policy in the fields of science and education. Conclusions. Academic integrity is a key component of quality education and scientific research. Despite the existence of a legal framework, adherence to its principles remains an ongoing issue.In the field of higher education, the principles of integrity should be embedded in official policies and internal codes of higher education institutions. The effectiveness of implementing these principles depends on a systemic, consistent, and value-oriented strategy for academic interaction.
