MENTAL HEALTH AND EMPLOYMENT OF VETERANS: STATUS AND RECOMMENDATIONS OF INTERNATIONAL ORGANIZATIONS

The purpose of the article is to describe the current state of veterans’ mental health, their reintegration, and the results of the analysis of recommendations of international institutions on the professional rehabilitation of veterans.Methodology. The article highlights the theoretical and methodological principles of various approaches to establishing the relationship between the mental health of veterans and their employment opportunities as a way to implement the problem of their reintegration into society. The scientific novelty of the study lies in identifying the main obstacles to the reintegration of veterans, including: first, health problems; second, lack of understanding of veterans’ problems by society and employers; third, psychological difficulties – almost half of veterans admit that their psychological state prevents them from finding or keeping a job. The scientific novelty of this study is also associated with the presentation of the results of the analysis of recommendations of international institutions on the professional rehabilitation of veterans, in particular the UN, WHO, ILO, OECD, IOM, World Bank, EU and NATO. International experience confirms that targeted support programs can reduce unemployment among veterans to the national level and ensure access to mental health for all who need it. Conclusions. The issue of mental health is closely related to the topic of employment. It is also emphasized that veterans with severe untreated PTSD or depression have much more difficulty in adapting to work. Effective reintegration of veterans requires a comprehensive approach that combines medical, psychological, social and economic solutions. Modern international and domestic programs focused on veterans provide them with tools for self-help (psychoeducation, trauma-recovery skills), individual support (case-management) and eliminate obstacles to employment.
