QUALITATIVE CHARACTERISTICS OF REGULATORY PROCESSES AS AN INDICATOR OF THE EFFICIENCY OF THE PUBLIC ADMINISTRATION SYSTEM

Abstract

In the article, the authors emphasize that the influential action of public administration through the direction of administrative, regulatory and coordinating processes is manifested mainly in the interaction of state institutions, social groups, municipalities, services, departments, enterprises and other institutions and institutions. It is important that due to the mechanisms of management, the state can demonstrate the strength of their subordinate environment. The purpose of the article is to determine the qualitative indicators of regulatory processes in the system of public administration. Research methodology. The article used such methods from the general list of scientific research as decompositions, where the mechanisms of public administration are reflected in the most common interpretations of those works that are devoted to various areas and issues of the functioning of objects and phenomena; observation, which revealed the transformations of public administration mechanisms based on their characteristic features and interaction with subordinate objects and phenomena in combination with target purposes and directions; while through formalization, characteristic features of public administration mechanisms were identified, as a result of which the meaning of the term “structure” was determined. The scientific novelty of the work lies in the fact that the authors paid attention to ways to optimize regulatory processes in the public administration system. The article substantiates the content of the category “public administration mechanism” from the perspective of a system concept, which has the ability to encompass legally defined functional relationships between its subject (state authorities and local self-government bodies) and the object (public space); to ensure the implementation of the tasks and functions of the state by its mechanism by identifying target states of the object within the framework of the legislatively established sphere of state influence; to be distinguished by the property of determinism and the possibility of multiple use in the interests of public administration; be decomposed into separate types according to the levels of management of the elements of its subject, according to the nature of the impact on the object (legal, administrative, economic, propaganda, etc.) and on the components of the process of implementing managerial activities (methods, operations, procedures, etc.); be based on the principles of integrity and optimal use of the available resource base. The authors consider the mechanisms of public administration in the form of those complexes that contain methods, approaches, procedures, influential actions and feedback, which are directed specifically to the environment where the objects are located and various processes arise that can be applied to public administration. Conclusions. Thus, it is proven that the qualitative characteristics of regulatory processes include those that correlate with the impact on society and business policy, and are also characterized by a number of indicators, in particular predictability, transparency, integrity, accessibility and orientation to a positive result. Qualitative characteristics of regulatory processes show that it is through the action of public administration mechanisms that the management and regulation of all spheres of life and activity, relationships, transformations and development, and subsequently the implementation of priority policies at the national level, take place.
