MECHANISMS OF SOCIO-COMMUNICATIVE PUBLIC ADMINISTRATION IN THE CONTEXT OF SUSTAINABLE DEVELOPMENT

The article explores the mechanisms of socio-communicative public administration in the context of ensuring sustainable development. The role of strategic communications, citizen participation, transparency and accountability as key factors in improving the quality of management decisions and trust in public authorities is substantiated. The tools of socio-communicative interaction between authorities, civil society and business are revealed, in particular public consultations, participatory practices, digital platforms, open data and feedback mechanisms. Barriers to the implementation of effective communications are identified (institutional fragmentation, information asymmetry, low inclusiveness, risks of manipulation) and directions for overcoming them are proposed through the standardization of procedures, the development of communicative competencies, the institutionalization of dialogue and the use of evidencebased policy. It is shown that the integration of socio-communicative mechanisms into public administration contributes to the alignment of stakeholders’ interests, increasing the sustainability of management systems, and achieving sustainable development goals at the national and local levels. Key findings can be used to improve public policy and public administration practices. The purpose of the article is to identify and scientifically substantiate the mechanisms of socio-communicative public administration in the context of sustainable development, in particular through the analysis of tools for interaction between public authorities and the public and stakeholders, assessing their effectiveness and transparency, as well as formulating practical recommendations for improving communication processes to improve the quality of management decisions and strengthen public trust. The research methodology aimed at identifying and substantiating the mechanisms of socio-communicative public administration in the context of sustainable development. The methodological basis is an interdisciplinary approach combining theories of public administration, communications, institutionalism and the concept of sustainable development (ESG/SDGs). General scientific methods are used: analysis and synthesis (to systematize scientific approaches), induction and deduction (to form conclusions), comparison (to compare models of interaction between authorities and stakeholders), generalization and classification (to identify types of mechanisms). Special methods include: systemic and structural-functional analysis (to identify elements, actors and functions of socio-communicative mechanisms), institutional analysis (to assess regulatory and organizational conditions), analysis of policies and programs (policy analysis). The empirical base is formed from regulatory and legal acts, strategic documents, public reporting of government bodies, materials of public consultations, open data and statistics. The effectiveness of the mechanisms is assessed through the criteria of transparency, inclusiveness, accountability, trust, quality of feedback and contribution to achieving sustainable development goals. The principles of scientific integrity, reproducibility of procedures and validity of interpretations are ensured. The scientific novelty of the work consists in a comprehensive justification and systematization of socio-communicative public administration mechanisms as tools for ensuring sustainable development. The content and structure of sociocommunicative mechanisms are specified and their functional relationships with sustainable development goals are determined. Conclusions. The article substantiates that the effectiveness of public administration in the context of sustainable development is determined by the quality of socio-communicative mechanisms that ensure the coordination of the interests of the state, community, business and civil society institutions. The key role of transparency, participation, accountability and feedback as basic principles for building trust and legitimacy of management decisions is established. It is shown that the institutionalization of dialogue, digital communication tools and data orientation increase the capacity of authorities for adaptive management and prevention of social conflicts. The conclusion is made about the feasibility of integrating socio-communicative mechanisms into sustainable development policies and programs through interaction standards, assessment of communication effectiveness and development of public servants’ competencies. Prospects for further research are related to the development of indicators of the effectiveness of socio-communicative administration and the testing of participation models at the local level.
